Empowering Voices: Advancing Disability- Inclusive Data in Uganda

Ronald Kasule’s journey from a disability rights advocate to a catalyst for inclusive data reform in Uganda is a powerful example of community-driven change. Through the Data Values Advocates (DVA) program by the Global Partnership for Sustainable Development Data, Ronald emerged as a leader in championing the inclusion of people with disabilities in national data systems.

By training over 15 organizations of persons with disabilities (OPDs) and civil society organizations (CSOs), Ronald helped shift the narrative around disability data—transforming it from a forgotten statistic to a foundation for inclusive policymaking. A key achievement was the establishment of the Disability Data Forum, a platform to advance disability-inclusive data practices and influence national planning.

His impact extended beyond Uganda. As a moderator at the 2024 UN World Data Forum in Colombia, Ronald spotlighted Uganda’s disability data journey on a global stage, fostering South-South knowledge exchange and promoting inclusive governance. He also joined the Africa Data Leadership Initiative (ADLI), where he now contributes to continental policy dialogues and promotes cross-border collaboration on inclusive data governance.

Ronald’s experience shows that inclusive data is not just about numbers—it’s about visibility, equity, and empowerment. His work is ensuring that people with disabilities are no longer left out of the data that shapes their lives.
